The Safety and Environmental Management Systems (SEMS) regulations establish mandatory requirements for offshore oil, gas, and sulfur exploration and production operations on the U.S. Outer Continental Shelf (OCS). Based on API RP 75, SEMS programs are designed to promote safety and protect human life. They help prevent environmental incidents such as fires, explosions, and uncontrolled releases. The regulations require operators to develop, implement, and maintain comprehensive SEMS programs tailored to their facilities and operations.

The regulations are enforced by the Bureau of Safety and Environmental Enforcement (BSEE) and are no longer voluntary. Operators must identify critical equipment, establish mechanical integrity programs, conduct audits, implement stop work authority (SWA) and ultimate work authority (UWA), and ensure employee participation.
