Challenges in Conducting Safer Technologies and Alternatives Analysis (STAA) Studies for the Revised EPA RMP Rule
Inherently Safer Design (ISD) is a proactive approach to reducing process hazards by eliminating or minimizing risks at the source rather than relying solely on safeguards. Industry has long embraced ISD principles voluntarily. However, recent EPA regulations now require formal consideration, driven by concerns over process safety incidents, public risk, and social equity. This talk explores the opportunities, challenges, and limitations of ISD. It covers its subjectivity, technical constraints, and the complexities of regulatory enforcement. This presentation was delivered at the P2SAC Spring Conference in May 2024.
