Dr. Jeffrey Z. Lu has more than 25 years of process safety, project and technical management, process engineering, plant operation, and HSE regulatory applicability analyses experiences in highly hazardous oil & gas and chemical plant sites in both USA and China. He has worked in multi-national companies such as ExxonMobil, Lucite International (A Group Company of Mitsubishi Chemical) and Wanhua Chemical Groups.

Jeffrey has extensive working knowledge and experiences with highly toxic, corrosive, and flammable material in operating chemical sites and has provided detailed and systematic process hazard analysis study (PHA, HAZOP, LOPA &SIL Assignment) and risk assessments for continuous and batch chemical processes. Also, he has many years of different chemical process operation troubleshooting experiences to quickly resolve issues to return the process back into normal operations. Many years of plant operational experiences helps him to identify process safety hazard conditions with practical design solutions to resolve unsafe conditions. Dr. Lu was the major contributor for translating CCPS Book “Guidelines for Inherently Safer Chemical Processes: A Life Cycle Approach, 3rd Edition” into Chinese and published by Sinopec Publishing Company in 2020. He has extensive practical knowledge to evaluate and apply Inherently Safer Design (ISD) concept into chemical processes.  He is an active member of CCPS Technical Steering Committee with responsibility of book review and authoring.

He has conducted negotiations with government and regulatory agencies such as EPA and OSHA for chemical plant safety and environmental compliance provisions with highly favorable industrial best practices applied and flexibility. He has conducted many corporate and plant level PSM audits such as PHA, MOC, SOP, PSSR, MI, PSI, PTW, incident investigation follow-ups, and emergency response plans.  He has extensive knowledge for auditing and evaluating relief device scenario analysis for equipment safety protection.  Jeffrey also has practical knowledge to apply process safety protection measures to various individual chemical process equipment.

Jeffrey has helped corporate and plant to develop PSM procedures and guidance for implementation and compliance of government and corporate rules. He has great social abilities/activities with both local and oversea colleagues, suppliers, vendors, and customers to conduct businesses. He has provided mentoring for young engineers and has great presentation and training skills to deliver the messages to various group people from plant operators to corporate leaders. He is fluent in conversation and writing in both Chinese and English.
