Essentials of Layers of Protection Analysis (LOPA)
Layers of Protection Analysis (LOPA) is a semi-quantitative risk assessment technique that bridges the gap between qualitative hazard studies, such as HAZOPs or What-If analyses, and full quantitative risk analyses. LOPA evaluates initiating event frequencies, enabling events, independent protection layers (IPLs). It also assesses potential consequences to provide an order-of-magnitude estimate of risk. Industry standards such as ISA S84.01 and IEC 61511 endorse LOPA as a method for determining the required Safety Integrity Level (SIL) for safety instrumented systems. As a result, organizations widely use LOPA to support consistent and defensible SIL decisions.
LOPA provides a consistent, objective, and defensible method for assessing the risk of process hazards. By quantifying risk in a simplified, structured way, LOPA enables organizations to make informed decisions about risk reduction. As a result, teams can clearly prioritize safety improvements and allocate resources where they deliver the greatest impact. It complements qualitative hazard analyses by adding numerical rigor while remaining accessible to engineers and safety professionals.
This course teaches participants how to conduct a LOPA, either as a standalone analysis or integrated with a process hazard analysis (PHA). Participants will learn how to identify accident scenarios, estimate initiating event frequencies, define consequences. They will determine which safeguards qualify as independent protection layers. Through hands-on workshops, the course covers developing scenarios from qualitative hazard studies, assessing risk, and evaluating whether additional risk reduction is needed. Additionally, participants will explore Safety Instrumented Systems (SISs), conditional modifiers, and industry best practices for applying LOPA in real-world settings.
