Effective Management of Change is one of the most critical processes in preventing catastrophic process safety incidents. This course provides a comprehensive understanding of the design, implementation, and maintenance of an MOC system. These help reliably control risk when introducing modifications to processes, equipment, procedures, and organizational structures.

Participants will learn the full lifecycle of an MOC program, from recognizing what constitutes a change, through hazard evaluation and approvals. The course covers conducting Pre-Startup Safety Reviews (PSSR) and Statements of Readiness (SOR). The course explains the distinctions between permanent, temporary, and emergency changes. It details common pitfalls and misperceptions, and offers best-practice examples for documentation, communication, and cross-discipline coordination.

Drawing from landmark incidents such as Flixborough and Williams Olefins, this management of change & PSSR course illustrates how inadequate change control can lead directly to high-consequence events. Participants will also examine how PSSR and SOR processes ensure safe startup conditions following maintenance, shutdowns, or abnormal operations, including verification of system status, emergency safeguards, instrumentation, procedures, and operator readiness.
