On August 8, David Moore, the President and CEO of AcuTech provided a featured presentation to the 2013 Energy Security Council Summer meeting in New Orleans, Louisiana. It included:
An overview of the recent West Fertilizer Explosion and Fire, a high-profile chemical plant explosion that has led to concern about chemical safety and security from lawmakers and the Chemical Safety Board (CSB). CSB is increasing its criticism of OSHA, EPA and others for deficiencies in regulatory scope and enforcement, calling for Ammonium Nitrate regulation, standards on combustible dust and fuel gas safety standards. In the past three months, both the House Committee on Public Security and the Senate Committee on the Environment and Public Works held hearings on chemical threats and unidentified facilities. This culminated in the Presidential Executive Order 13650, which seeks to improve communication and coordination between agencies and at different levels of government. It seeks to identify noncompliant facilities, and to evaluate the addition of certain chemicals to the list of regulated chemicals.
Mr. Moore remarked that, “This has the potential to broadly impact industrial facilities that use, store and manufacture large quantities of hazardous chemicals.”
